Robert Walter è il sindaco di Amsterdam, la capitale della democratica Olanda. Ha la moglie straniera, ma lui si guarda bene dal dire da quale paese proviene. La gente si nutre di pregiudizi, si sa. Anche in Olanda, dove ognuno può pensarla come vuole, ma dove non è raro sentire dire che quelli, gli stranieri, ce l'hanno nel sangue il furto, la coltellata facile, la tendenza a maltrattare le donne. Del resto, anche lui, Robert, non è mica privo di pregiudizi. Semplicemente, dato il ruolo che ricopre, finge bene. Quando si ritrova in compagnia di persone appartenenti alle varie etnie della città, è capace persino di canticchiare su musiche bizzarre o di mettersi in bocca con le mani un improbabile pezzo di carne. Però, davanti a uno straniero, nulla può togliergli la naturale diffidenza del contadino che vede un estraneo entrare nel suo campo. Da qualche tempo, tuttavia, la sua arte di dissimulare sta andando a farsi benedire. Tutto è cominciato il 16 gennaio, durante la festa per il nuovo anno in cui accorre in comune la crema della città: il capo della polizia, il procuratore capo, gli assessori, il presidente dell'Ajax. Robert stava chiacchierando appunto con quest'ultimo quando, vicino alla porta che dalla sala centrale del municipio conduce ai bagni, ha scorto sua moglie, una birra in mano, fare cin cin con l'assessore Maarten van Hoogstraten. Nulla di male, se poi lei non avesse riso rovesciando indietro la testa, mentre l'assessore le teneva una mano sul gomito e le sussurrava qualcosa all'orecchio. Da quel giorno il sospetto del tradimento della moglie straniera si è impadronito talmente della mente e del cuore di Robert che tutti i suoi pregiudizi si sono scatenati e gli si sono rivoltati contro.

Robert Walter, the 60 year old mayor of Amsterdam, suspects that his wife Sylvia is having an affair, based solely on the fact that he saw her laughing at a party with another politician. He spends most of the rest of the book obsessing about this supposed affair, but he never asks Sylvia about it.
