Con "Impero", Gore Vidal ci trasporta dal diciannovesimo al ventesimo secolo, dalla repubblica di Lincoln alla nazione che vuole estendere il proprio dominio nel mondo, prefigurando quella che sarà la storia americana futura. Attraverso gli occhi di John Hay, segretario di Stato sotto i presidenti William McKinley e Theodore Roosevelt, assistiamo alla nascita della politica espansionista degli Stati Uniti, che decreta la fine degli antichi ideali su cui si fondava la repubblica di Lincoln e l'inizio dell'Impero Americano. Con il ventesimo secolo, inizia la conquista del mondo, che vede gli usa in competizione con l'Europa, il Giappone e la Russia. Oltre a John Hay, Henry James, lo scrittore che denuncia la politica espansionista americana; Henry Adams, nipote e pronipote di presidenti, grande storiografo, simbolo di antichi ideali che non esistono più; Caroline Sanford, ambiziosa e anticonformista proprietaria del «Tribune», il giornale di Washington, in lotta con il fratellastro Blaise per l'eredità paterna. Ma emergono, fra tutti, i ritratti magistrali di due importantissimi protagonisti del periodo, simboli dell'anima contraddittoria degli Stati Uniti: Theodore Roosevelt e William Randolph Hearst, proprietario di ben otto giornali nazionali, astuto inventore e abile manipolatore di notizie, pubblico moralista dalla vita privata dissoluta. Entrambi diventano nel romanzo la personificazione di due archetipi centrali in tutta l'opera di Vidal: il detestato imperialismo americano e il potere pernicioso dei media.
