È possibile immaginare un futuro senza banche? È realistico ipotizzare un sistema finanziario indipendente dall'attività bancaria? E, soprattutto, è possibile scongiurare una nuova crisi come quella che nel 2007-2008 ha trascinato l'economia mondiale in una delle più gravi e a tratti perduranti fasi recessive della storia, con costi sociali altissimi che i governi, in particolare quelli dei paesi occidentali, da un decennio stentano a fronteggiare? Jonathan McMillan, nom de plume dietro il quale si celano due esperti del settore - un accademico e un investment banker -, sembra non avere dubbi. Il nostro sistema bancario, sostiene McMillan, è fondamentalmente instabile, soggetto a ogni genere di speculazione finanziaria e, come hanno dimostrato i tanti fallimenti di importanti istituti di credito, capace di sottrarsi alla vigilanza dei vari organi di controllo e alle valutazioni delle agenzie di rating. La rivoluzione digitale, poi, ha complicato tutto, rendendo le transazioni bancarie più complesse, i flussi di denaro meno trasparenti, i prodotti finanziari sempre più aleatori. Difficilmente, quindi, un settore così esposto e deregolamentato potrà sopravvivere a lungo. Tuttavia, secondo McMillan è proprio questa la buona notizia, perché l'inevitabile fine delle banche così come le abbiamo conosciute negli ultimi trent'anni suggellerà l'inizio di un sistema finanziario moderno, sicuro e funzionale. Affinché questo veda la luce sono sufficienti alcune regole e innovazioni molto semplici, che vanno dalla ridefinizione del ruolo del settore pubblico e delle banche centrali a nuovi criteri nell'erogazione del credito - come l'adozione di piattaforme peer-to-peer per l'allocazione dei prestiti -, dall'introduzione di norme finalizzate a scoraggiare le speculazioni finanziarie alla sempre maggiore diffusione della moneta elettronica, dal reddito incondizionato o «di base» per assicurare la stabilità dei prezzi a una cornice legale che garantisca un monitoraggio continuo e sicuro dell'attività creditizia. L'obiettivo, sostiene McMillan, è la disintermediazione bancaria, cioè la possibilità per famiglie e imprese di accedere al credito in forme nuove, creative e funzionali, spezzando quel legame tra credito e creazione di moneta che costituisce oggi una delle principali criticità del sistema bancario. La fine delle banche offre dunque un ventaglio di soluzioni innovative, non convenzionali, forse addirittura rivoluzionarie. Secondo alcuni critici, assolutamente irrealistiche e impraticabili. Ma perché attendere la prossima crisi finanziaria per metterle in atto? Forse, allora, potrebbe essere troppo tardi.
