Una nuova legge sulle armi ha messo in ginocchio San Francisco provocando un’ondata di violenza e una profonda spaccatura tra chi è favorevole e chi contrario alle restrizioni. In questo clima di tensione, un cartello di trafficanti introduce indisturbato droga e armi dal Messico in California.
