"C'è qualcosa di profondamente sbagliato nel nostro modo di vivere, oggi. Non ci chiediamo più, di una sentenza di tribunale o di una legge, se sia buona, se sia equa, se sia giusta, se sia corretta, se contribuirà a rendere migliore la società o il mondo. Erano queste, un tempo, le domande politiche per eccellenza, anche se non era facile dare una risposta. Dobbiamo reimparare a porci queste domande. Abbiamo visto come lo spettro del terrorismo sia sufficiente a seminare lo scompiglio in democrazie stabili. I cambiamenti climatici avranno conseguenze ancora più drammatiche. Le persone saranno costrette a far ricorso alle risorse dello Stato, si rivolgeranno ai loro leader e rappresentanti politici per chiedere protezione: le società aperte torneranno a ripiegarsi su se stesse, sacrificando la libertà in nome della 'sicurezza'. La scelta non sarà più fra Stato e mercato, ma fra due tipi di Stato. Spetta a noi, dunque, riconsiderare il ruolo del governo. Se non lo faremo noi, lo faranno altri."
