Berlino, 1929. La capitale tedesca è una città sull'orlo dell'abisso, dove covano tutte le tensioni, tutte le angosce e tutte le deliranti ambizioni di un paese uscito a pezzi dalla guerra. Rivendicazioni operaie, complotti ultrareazionari, lotte politiche creano un cocktail micidiale in quella che è la più americana delle metropoli europee. Il giovane commissario Gereon Rath, appena arrivato da Colonia, oltre che con la frenesia della città deve vedersela con la propria insofferenza per essere stato confinato alla Buoncostume. Mettere in gabbia prostitute che sui set pornografici si accoppiano con i sosia della defunta grandezza prussiana - dall'ex imperatore Guglielmo II a Federico il Grande al generale Hindenburg - non è esattamente la sua aspirazione. Mentre Gereon e la sua squadra si immergono nella vita notturna popolata di night clandestini per ogni gusto, di coca e traffici illeciti, scoppia qualcosa di simile a una guerra civile. Il primo maggio i comunisti infrangono il divieto di manifestare e su interi quartieri popolari cala uno stato d'assedio, alla fine del quale i morti si contano a decine, quasi tutti vittime di pallottole partite da armi della polizia. I giornali parlano con sdegno di "Maggio di sangue". Il prefetto cerca di sviare l'attenzione sul caso di un misterioso omicidio: da un canale è stata ripescata un'auto di lusso con al volante un uomo in abiti elegantissimi, le mani maciullate in seguito a torture. Segni d'identità: nessuno. Testimoni: zero.
